Timbulkan Pelbagai Isu Untuk Raih Sokongan, Pertahan Kedudukan

  
KUALA LUMPUR – Beberapa minggu kebelakangan ini menyaksikan pemimpin-pemimpin DAP Selangor bersaing hebat di antara satu sama lain untuk meningkatkan profil masing-masing dalam usaha menarik perhatian anggota-anggota parti di peringkat akar umbi.
Menjelang konvensyen dan pemilihan parti peringkat negeri pada 1 Nov lepas – calon-calon dengan lantang membangkitkan isu-isu berkaitan 1Malaysia Development Bhd (1MDB) dan melancarkan serangan terhadap bekas rakan sekutu mereka dalam pakatan pembangkang, PAS, dengan harapan dapat meraih sokongan perwakilan bagi membantu memenangi pemilihan itu.
Bagi mereka, kemenangan meyakinkan sangat penting kerana ia bukan sahaja menjamin peluang untuk mendapatkan jawatan penting dalam kepimpinan parti negeri malah berpeluang memegang jawatan di agensi-agensi kerajaan negeri dan syarikat-syarikatnya. Lebih daripada itu, kemungkinan mendapat ‘tiket’ bertanding dalam pilihan raya umum akan datang pula boleh dianggap sebagai bonus tambahan.
Penganalisis politik Prof Madya Mohd Izani Mohd Zain berpendapat, sudah menjadi kelaziman bagi calon-calon untuk mengambil kesempatan daripada isu-isu semasa dalam usaha mendapatkan momentum sokongan menjelang mana-mana pemilihan parti.
“Pemimpin parti atau calon akan lantang menjuarai isu dan polemik semasa bagi meraih perhatian dan sokongan ahli di peringkat akar umbi.
“Masing-masing mahu dilihat sebagai pemimpin yang tegas dan mengutamakan kepentingan parti. Mereka yang bertegas untuk memenuhi kehendak parti akan lebih mendapat perhatian perwakilan,” pensyarah Jabatan Pengajian Kenegaraan dan Ketamadunan Universiti Putra Malaysia (UPM) itu memberitahu Bernama.
Beliau berkata kesemua mereka ingin dilihat sebagai orang kuat parti yang tegar, yang meletakkan kepentingan parti melebihi diri sendiri, justeru mereka yang memenuhi harapan parti akan lebih cenderung meraih undi perwakilan.
“Hakikatnya, kesemua parti politik memerlukan pemimpin yang boleh bekerja dan bukannya yang hanya pandai mengeluarkan kenyataan sekadar untuk menaikkan semangat umum,” katanya.
Seorang lagi penganalisis Dr Amini Amir Abdullah, yang merupakan pensyarah di Fakulti Ekologi Manusia UPM, berkata adalah jelas bahawa tindakan Anggota Parlimen Petaling Jaya Utara Tony Pua mencabar Presiden 1MDB Arul Kanda Kandasamy untuk berdebat secara langsung mengenai kedudukan firma milik negara itu adalah semata-mata helah untuk kepentingan politik, sekali gus memperkukuh kedudukan beliau dalam kepimpinan DAP Selangor.
(Pua bagaimanapun menarik diri daripada perbahasan tersebut selepas Speaker Dewan Rakyat Tan Sri Pandikar Amin Mulia berkata, tidak akan membenarkan perbahasan diteruskan memandangkan Pua adalah ahli Jawatankuasa Kira-kira Wang Negara (PAC), yang pada masa ini sedang menyiasat 1MDB. Pada Khamis lepas, Pakatan Harapan mengumumkan bahawa Setiausaha Agung PKR Rafizi Ramli akan menggantikan Pua dalam perbahasan yang dicadangkan).
Pada pemilihan DAP Selangor Ahad lepas, Pua menerima 495 undi dan berada di tempat kelapan dalam perebutan 15 jawatan dalam jawatankuasa pusat. Anggota Parlimen Puchong Gobind Singh Deo di tempat tertinggi dengan 736 undi.
Ironinya walaupun keputusan pemilihan Pua tidak memberangsangkan, Pua dilantik semula sebagai Pengerusi DAP Selangor manakala Gobind Singh kekal sebagai Timbalan Pengerusi.
Tempoh sebelum menjelang hari pemilihan DAP Selangor juga menyaksikan pemimpin parti negeri melancarkan serangan terhadap “musuh” mereka, iaitu PAS. Walaupun ramai mendesak agar wakil PAS disingkirkan dari barisan Exco negeri, terdapat pula pihak yang mencadangkan supaya DAP meletakkan calonnya sendiri bagi kelapan-lapan kerusi Dewan Undangan Negeri, kini dipegang oleh PAS di Selangor, pada pilihan raya akan datang.
Pada minggu lepas, Pua dilaporkan berkata bahawa parti itu telah bersedia untuk meletakkan calonnya di kerusi Dewan Undangan Negeri Taman Templer, Lembah Jaya, Paya Jaras, Sri Serdang, Meru, Chempaka, Dusun Tua dan Tanjung Sepat.
Mengulas perkara itu, Amini Amir berkata semua isu yang dibangkitkan adalah sekadar untuk menjadikan seseorang pemimpin itu sebagai ‘juara’ sekali gus menjadikan kehadiran mereka dirasai dan diberi ganjaran jawatan penting dalam kepimpinan parti negeri.
Beliau berkata ada isu-isu lain yang DAP cuba nafikan seperti konflik antara Parti Keadilan Rakyat (PKR) dan PAS serta isu Mesyuarat Agung Tahunan (AGM) yang masih belum diperakukan oleh Jabatan Pendaftar Pertubuhan (ROS).
“Isu-isu mengenai debat 1MDB, desakan supaya exco PAS dalam kerajaan negeri digugurkan dan cadangan bertanding di kawasan-kawasan PAS hanyalah untuk memperkukuhkan kedudukan pemimpin DAP sedia ada sahaja,” katanya kepada Bernama.
Amini Amir berkata oleh sebab itu, tidak menghairankan apabila pimpinan DAP secara bermati-matian menonjolkan diri demi mempertahankan kuasa mereka.
“Mereka sedar akan kelebihannya mempunyai kuasa di peringkat negeri, maka mereka terpaksa cari idea baharu menonjolkan diri dalam usaha memenangi pemilihan tersebut.
“Oleh yang demikian, isu yang mereka tonjolkan sebenarnya tidak ikhlas dan segala tujuan mereka hanya untuk keuntungan politik dan kedudukan individu tertentu,” katanya, jelas merujuk kepada tindakan Pua.
Kenapa DAP Selangor perlu membabitkan PAS dalam soal pemilihan barisan kepimpinan parti itu di negeri berkenaan?
Tidak menafikan bahawa PAS hanya dijadikan sebagai bahan kempen, Mohd Izani berkata DAP kini telah menjadi terlalu angkuh sehingga melupakan segala sumbangan PAS kepada parti itu.
“Mereka mahu menjadikan PAS tidak lagi relevan dalam politik Malaysia. Tetapi, DAP tidak boleh memadamkan sejarah bahawa mereka pernah bekerjasama dengan PAS dan PAS juga telah membuka banyak ruang kepada DAP sepanjang tempoh itu,” katanya.
Amini Amir pula berpendapat PAS dan DAP tidak akan berjaya bekerjasama memandangkan masing-masing mempunyai nilai-nilai prinsip dan asas yang berbeza. Beliau juga percaya bahawa DAP akan terus menjadikan PAS sebagai karung tinju dan bahan belasahan mereka.
“Saya rasa DAP menganggap penyokong-penyokong PAS sebagai ancaman, kerana pastinya mereka tidak akan mengundi DAP dalam pilihan raya umum akan datang. Oleh itu, DAP menjadikan PAS sebagai isu dalam pemilihan parti itu kerana PAS tidak mahu mengikut telunjuk DAP,” katanya. – BERNAMA

Recent weeks have seen Selangor DAP leaders trying to outdo each other in terms of raising their profile in a bid to attract the attention of the party grassroots.
In the run-up to the state party convention and election - which took place on Nov 1 - the various candidates went to town on issues pertaining to 1MDB and their former Pakatan Rakyat ally PAS, hoping that their outspokenness would help them win the support of the delegates.
For them, a convincing victory was a sure-fire way to secure a key post in the state party leadership, as well as at state government agencies and corporations. Getting a ticket to contest in the next general election will be an added bonus.
Capitalise on current issues
Political analyst Associate Prof Mohd Izani Mohd Zain observed that in the run-up to any party elections, it was usual for the candidates to capitalise on current issues in order to gather momentum for their support base.
“They become more vocal on current issues and engage in polemics... all this is aimed at getting the attention and support of the grassroots,” the lecturer at Universiti Putra Malaysia’s (UPM) Department of Government and Civilisation Studies told Bernama.
All of them want to be seen as hard-core party stalwarts who place party interests above their own, he said, adding that those who met the expectations of the party were more likely to get the delegates’ vote.
“However, all political parties require leaders who can deliver the goods and certainly not those who are only good at issuing statements to boost their public image,” he said.
Another analyst, Dr Amini Amir Abdullah, who is a lecturer at UPM’s Faculty of Human Ecology, said it was obvious to him that Petaling Jaya Utara MP Tony Pua’s challenge to 1MDB president Arul Kanda Kandasamy for a live debate on the state-owned firm was merely a ploy to gain political mileage and reinforce his leadership position in Selangor DAP.
(Pua eventually withdrew from the debate after Dewan Rakyat speaker Pandikar Amin Mulia said he would not allow the debate to proceed as Pua was a member of the Public Accounts Committee, which was currently probing into 1MDB.
On Thursday, Pakatan Harapan announced that PKR secretary-general Rafizi Ramli would replace Pua in the proposed debate.)
At the Selangor DAP election, Pua received 495 votes to come in eighth in the contest for the 15 posts in the central committee. Puchong MP Gobind Singh Deo received the highest number of votes at 736.
Despite Pua’s dismal performance, he was reappointed Selangor DAP chairperson while Gobind Singh remained as deputy chairperson.
Safeguard their position
The run-up to the Selangor DAP election also saw state party leaders training their guns on their new ‘enemy’, namely PAS. While many brayed for the removal of PAS representatives from the state executive council line-up, others proposed that the DAP field its own candidates in the eight state seats, currently held by PAS in Selangor, at the next polls.
In fact, last week Pua had reportedly said that his party was preparing to place its candidates in the state seats of Taman Templer, Lembah Jaya, Paya Jaras, Sri Serdang, Meru, Chempaka, Dusun Tua and Tanjung Sepat.
Commenting on this, Amini Amir said they had to make “all that noise” as that was the only way for them to make their presence felt and be rewarded with a key post in the state party leadership.
“They are saying all those things because they (state DAP leaders) want to strengthen their position and they are willing to fight tooth and nail to retain their power,” he said, in an obvious reference to Pua.
“Since they are all well aware of the benefits of wielding power at state-level, they have to look for ways to be popular among the party members and remain in power.
“To me, it’s obvious that most of them are not sincere about the issues that they raise as their main aim is to gain political mileage and win party elections,” he added.
PAS turned into campaign fodder
Why did the Selangor DAP leaders use PAS as fodder when they went around canvassing for votes prior to the state election?
To this, Mohd Izani said DAP has now become so arrogant that it had forgotten the contributions made by PAS.
“They want PAS to become irrelevant in Malaysian politics. However, DAP cannot erase the fact that it had cooperated with PAS in the past. In fact, throughout their cooperation, PAS had created many openings for DAP,” he pointed out.
Amini, meanwhile, felt that the two parties would never be able to cooperate successfully as their principles and fundamental values differed. He also believed that PAS would remain DAP’s favourite punching bag.
“I think DAP is viewing PAS supporters as a threat because they won’t vote for DAP in the coming general election. That’s why during the recent (Selangor DAP) election, the DAP leaders harped on PAS,” he said.

KUALA LUMPUR: Pertubuhan Pribumi Perkasa Malaysia (Perkasa) menyifatkan desakan oleh Tawfik Ismail agar Jabatan Kemajuan Islam Malaysia (JAKIM) dibubarkan sebagai kurang sopan dan tidak beradab.

Pengerusi Biro Hal Ehwal Islam Perkasa, Dr Amini Amir Abdullah dengan tegas mengingatkan Tawfik yang juga anak bekas timbalan perdana menteri Tun Dr Ismail Abdul Rahman agar segera memohon maaf kerana mempertikaikan kewujudan JAKIM, bagi mengelak implikasi yang negatif kepada beliau.

"Perkasa menggesa agar Tawfik Ismail segera memohon maaf kepada JAKIM dan umat Islam agar tidak berlaku implikasi yang negatif kepada beliau," katanya dalam satu kenyataan di sini, hari ini.

Menurutnya, penubuhan JAKIM adalah selari dengan aspirasi dan peruntukan peruntukan dalam Perlembagaan Persekutuan.

Katanya, Perkara 3(1) Perlembagaan Persekutuan, Perkara 11(4),  Perkara 12(2), Perkara 121(1A) dan ikrar Yang DiPertuan Agong mengikut Perkara 37(1) memanifestasikan bahawa pihak kerajaan mempunyai kuasa mutlak untuk menubuhkan, mengurus dan memberikan dana kepada mana-mana institusi berkaitan Islam.

Dr Amini berkata, peruntukan mengenai Islam sebagai agama negara dalam Perlembagaan Persekutuan semestinya memanfaatkan umat Islam dan memberikan kelebihan kepada agama Islam sebagai agama rasmi manakala Yang Dipertuan Agong adalah ketua agama negara dan para Sultan adalah ketua agama bagi negeri negeri mereka.

"Dengan tegas, Perkasa ingin menyatakan bahawa Islam mempunyai kedudukan yang sangat istimewa dalam Perlembagaan Persekutuan dan ia sentiasa terpelihara.
"Apabila peranan JAKIM sebagai institusi agama yang paling berautoriti dalam negara ini dipertikaikan, maka ia adalah satu tindakan yang bertentangan dengan aspirasi negara, kerajaan yang memerintah dan umat Islam sendiri.

PETALING JAYA: Cadangan Tawfik Ismail, anak sulung bekas Timbalan Perdana Menteri, Tun Dr Ismail Abdul Rahman supaya Jabatan Kemajuan Islam Malaysia (JAKIM) dimansuhkan disifatkan sebagai kenyataan menghasut dan menghina Perlembagaan Malaysia.
Pertubuhan Pribumi Perkasa Malaysia (Perkasa) memandang serius kenyataan itu dan menggesa Tawfik Ismail segera memohon maaf kepada JAKIM dan umat Islam agar tidak berlaku sebarang komplikasi negatif kepada beliau.
“Perkara 3 (1) Perlembagaan Malaysia, Perkara 1 (4), Perkara 12 (2), Perkara 121 (1A) dan ikrar Yang DiPertuan Agung di bawah Perkara 37 (1) memanifestasikan bahawa pihak kerajaan mempunyai kuasa mutlak untuk menubuhkan, mengurus dan memberikan dana kepada mana mana institusi berkaitan Islam.
“Perkasa berpandangan bahawa beliau tiada hak untuk mencampuri urusan pentadbiran JAKIM dalam negara ini,” kata Pengerusi Biro Hal Ehwal Islam Perkasa, Dr Amini Amir Abdullah.
Tambahnya, Perkasa juga berpandangan kewujudan JAKIM tidak boleh dinafikan dan dipertikaikan kuasanya kerana ia telah termaktub di dalam Perlembagaan Malaysia.
“Peruntukan mengenai Islam sebagai agama rasmi dalam Perlembagaan Malaysia semestinya memanfaatkan umat Islam dan memberikan kelebihan kepada agama Islam sebagai agama rasmi manakala Yang DiPertua Agung (YDPA) adalah ketua agama negara dan para Sultan adalah ketua agama bagi negeri negeri mereka.
“Dengan tegas, Perkasa ingin menyatakan bahawa Islam mempunyai kedudukan yang sangat istimewa dalam Perlembagaan Malaysia dan sentiasa terpelihara.
“Apabila peranan JAKIM sebagai institusi agama yang paling berautoriti dalam negara ini dipertikaikan, maka ia adalah satu tindakan yang bertentangan dengan aspirasi negara, kerajaan yang memerintah dan umat Islam sendiri.” ujarnya.
Sebelum ini, Tawfik dilaporkan berkata, JAKIM dicipta pada zaman Tun Dr Mahathir Mohamad dan ia seolah-olah bertugas tanpa tujuan selain campur tangan dalam kehidupan peribadi rakyat Malaysia.
“Saya rasa JAKIM perlu dimansuhkan. Saya tidak fikir JAKIM perlu wujud. Apa yang kerajaan takut? Anda mempunyai 13 mufti dengan 13 fatwa yang berbeza dan 13 cara berlainan untuk mendalami (agama).
“Apakah tujuan JAKIM? Sijil halal? Yang boleh pergi ke Kementerian Kesihatan, Kementerian Perdagangan, Apa lagi yang JAKIM lakukan? Cetak Al-Quran? Kita mempunyai seorang menteri komunikasi,” kata Tawfik yang juga bekas Ahli Parlimen berusia 64 tahun itu.

Jakim was the most authoritative religious institution in the country, and questioning its role went against the aspirations of Malaysia, the government and all Muslims, said the group.
“Perkasa urges Tawfik Ismail to immediately apologise to Jakim and Muslims so that no negative complications befall him.
“Perkasa believes he has no right to interfere in Jakim's affairs in this country," Perkasa Islamic Affairs Bureau chief Amini Amir Abdullah said in a statement.
Tawfik, who is the son of former deputy prime minister Tun Dr Ismail Abdul Rahman, told The Malaysian Insider in a recent interview that Jakim should be disbanded and Muslims in Malaysia should be allowed to practise their religion as they pleased.
Jakim had no constitutional role, and that the Agong, sultans, muftis and imams, or religious scholars already existed to protect Islam, he said.
Amini said Tawfik's statement could be construed as insolent, seditious and insulting to the Federal Constitution.
The Constitution allowed the government absolute power to set up, manage and fund any Islamic institution, he said.
“Hence, the formation of Jakim is in line with the aspirations and provisions in the Federal Constitution.
“Perkasa feels that as an authoritative religious body, no one can deny Jakim's existence, never mind question its jurisdiction.”
Datuk Asyraf Wajdi Dusuki, deputy minister in the prime minister’s department, yesterday defended Jakim.
He said the department faced more challenging tasks such as dealing with Shia Muslims and the Islamic State of Iraq and Syria.
“Jakim's role is no longer just about protecting the sanctity of Islam, but also addressing global conflicts and issues,” he was quoted as saying by national news agency Bernama.
The existence of Jakim should not be questioned anymore as the department served to coordinate Islamic affairs and acted as a blockade for any agenda which threatened the position of Islam in the country, he said. – November 10, 2015.

Former deputy prime minister Dr Ismail Abdul Rahman’s eldest son Tawfik Ismail’s call for the Malaysian Islamic Development Department (Jakim) to be abolished can be deemed seditious.
In stating this, Malay rights watchdog Perkasa also said that Tawfik’s statement was an insult to the federal constitution.
Citing provisions under the constitution, Perkasa's Islamic affairs bureau chairperson Amini Amir Abdullah said the clauses clearly show that the government has the right to form and give funds to any institution related to Islam.
“The formation of Jakim is in line with the aspirations and the provisions under the constitution.
“Perkasa believes that as a religious authoritative body, Jakim’s existence cannot be denied and its authority cannot be questioned," said Amini in a statement yesterday.
Stressing that Islam has a special position as enshrined in the constitution, he said one should not question the existence of Jakim.
“We urge Tawfik to apologise to Jakim and Muslims immediately so that nothing negative will befall him.
“Perkasa believes that he has no right to get involved in Jakim’s administration in this country,” he said.
Tawfik, in an interview with The Malaysian Insider, had told the news portal that Jakim should be dissolved.
'Province of the sultan'
He said the body seemed to serve no other purpose other than to interfere in the personal lives of Malaysians.
And although some may argue that Jakim is needed to protect the sanctity of Islam, Tawfik said the Agong, sultans, imams and muftis already filled that role.
"Jakim is an advisory body to the government, but constitutionally it really has no role.
“Islam is the province of the sultan of the state […] it has nothing to do with the government," he was quoted as saying during an interview in conjunction with the launch of a collection of his late father's writings edited by himself and academic Ooi Kee Beng.

Chairman of the Bureau of Islamic Affairs of the Pertubuhan Pribumi Perkasa Malaysia (PERKASA), Dr. Amini Amir Abdullah said he fully supported the statement by Pahang Mufti, Datuk Seri Dr. Abdul Rahman Osman, who stressed that the content of the sermons in question is an advice to the Muslims to be united.

"PERKASA would like to stress that the sermon is the best platform to convey the important message on Islam to all Muslims. DAP has no right to give an ultimatum or a warning to JAIP without understanding the content of the Aidiladha sermon," he said in a statement today.

According to Dr. Amini, DAP should apologize to JAIP for meddling in the affairs of the Muslims.
"This is the second time DAP has interfered with the content of sermons in Malaysia. PERKASA is of the opinion that DAP has no right to meddle in the affairs of sermons and Islamic affairs in the country," he said.

PERKASA is also of the opinion that national unity will be difficult to realize if the Muslims put more importance on the political parties against the interests of Islam which is a much bigger priority and more noble.

PERKASA also urged DAP not to overreact whenever there were calls for Malay Muslims to unite. We note that the DAP had changed their political strategies in order to get the support of the Malays.

"The Malays must be very careful with the change in their political strategy so as not to fall into DAP political trap.

"We must understand the entire content of sermon, which was a bold and forthright reminder to the Muslims of DAP political strategy that could split the Malay-Muslims in this country," he said.

Therefore, according to Dr. Amini, Muslims must unite to uphold Islam, empowering the Islamic community and defend this country from enemies’ threats at any time. –
